all three of these guys are already at 97% just 61 games into the season. I know they have low durability, and because of their fatigue, they're basically playing every other game. What should I do to maximize their ABs and get their best progression?

Deactivate them for a little while.  It's just Hi A, only bragging rights on the line. 

What I do is with my prospects inactivate them when they dip below 98%, and activate them again when they get back up to 100%.

I like to platoon players with numbers in the 50s and 60s.  Or if you have time to attend to minute details, you can set up your minor league management plan so that, as long as the game isn't tied, your reserves come in during the 7th inning.  I can't remember if it's games or innings played that affects development.  That's the only thing to worry about...
