1, you must play everyone, all players must average 17.5 minutes per game and play in all 82 games at the conclusion of the season.  This can be assured if you set all players to 20 minutes of playing time per game and perhaps toward the end of the season, moving a player with less minutes played to the top of the depth chart in place of someone who has played more minutes.

2, NO clones.
