So there's this recruit I've been targeting since before recruiting began. When the recruiting cycle began, he was considering a simAI school. No big deal, right? In the first cycle I sent him some HV's and a scholarship. He accepts the visits but still isn't considering me. So I sent him some more HV's in the second cycle. But he rejects them.

Is he so tight with the simAI team that he won't accept my visits (Word on the street hasn't come out yet)? Should I keep pumping HV's into him or is he a lost cause? Glitch maybe? I'm interested because I haven't seen this before.

Same thing happened to me.  The first 4 HVs he took fine even though he was already considering a SiM school.  But he was waffling so I sent him 3 more HVs thinking that would put me on his list.

He rejected the last 3 HVs and basically told me to F* off. 

First time I've seen that - in the past they either reject me the first time, keep waffling, or break down and consider me.

Cut my losses and moved on, but it puzzled me.

Was there a long time period between the first HVs and the last ones? I think the recruits become tighter the closer it is to signing.

why don't u guys wait 3 cycles for FSS? If the player is tight with the simai and it's the sim's top target, u r potentially looking at a 20-30+ HV battle. Why waste the cash?

The HV's were in consecutive cycles. Like tianyi suggested, I waited till WOTS was released. The recruit was still open to other offers, so I sent some HV's to see what would happen. He accepted them and now is considering only me. Strange, but it all ended well. Thanks for the help guys

There is a rather substantial grey area where a sim may accept or reject any visits.  You just got lucky with the first set and unlucky with the 2nd.  That said, you're likely at least 5 or 6 more HVs behind if you're still in that grey zone and potentially quite a bit further than that.
