My 1st round draft pick was undecided but said he was satisfied with the initial offer he asked for. He came back later and asked for a substantial increase. I don't have enough prospect money left or enough payroll to transfer to be able to pay his new demands. Since I offered his initial demands, will I get a D pick next season, or would I have to meet his new demands to be eligible?
+1 to what mongoose said.
Also, you can offer whatever you do have if you want the player. He may reject it 50 times. He may finally sign. This guy did that to me several seasons ago.:

He asked for $6M; raised his demands to close to $11M. I didn't have anywhere else to put my prospect money and had $9.4M left. I offered him the whole amount almost every cycle for a few weeks until he finally signed - just about the time the playoffs were ready to start.
So if you like the guy, you may still have a chance to get him.
