I took over a team that had not won a game in the last three seasons...in the first season i won 5 games...will i be able to see more recruits?  or is more improvement needed?

You will be able to see more compared to what you previously saw, but will remain limited. More improvement is needed to really get to where you will want to be.

Vision isn't based on a specific number, it's based on how your score ranks in relation to all the other coaches out there. With 0 wins in 3 seasons, it's about as low as it can get, but with 5 wins last year, you'll be ahead of all the teams that won fewer games over the last three years.  Of course, if everyone else has more than five wins over the last three years, you'll still be at the bottom of the heap. (It's actually a bit more complicated than that, but you get the idea...)

This is why people can have the same win total year after year, but still lose vision. They stayed the same, while someone else improved.
