if the fastest guy on my team is a pitcher - actually a mop up pitcher - will the SIM use him to pinch run?

any way I can encourage the SIM to do so?

Had Steve Avery in a progressive and did nothing special, but the SIM used him over 30 times as a PR that season?
It helped that I had platoons at 3rd, c and LF and had pinch running set at 4. But I did nothing to enhance Avery's pr status. But as I checked the games the SIM kept using him....
