From here on the board and in TC the tweaks suggested, here's the rules I propose. 
- 30M minimum payroll.
- 55, 115, 170 3 year MWR 
- keep minor leagues well managed
(someone asked about the cash in trade rule...it's in place mostly so one team can't help another team with cap issues byt making an innocuos trade and "lending" the team cash). 
But I'm fine with just using the trade veto as long as owners are paying attention.
-no prospect cap

- 55, 115, 170 3 year MWR - There needs to be some flexibility in the MWR, there is no value in eliminating good/dedicated owners who have 1 bad year.
- keep minor leagues well managed - Agreed
(someone asked about the cash in trade rule...it's in place mostly so one team can't help another team with cap issues byt making an innocuos trade and "lending" the team cash).  - As much as I disagree with owner vetoing a deal that has a little more money (considering it is already capped at a relatively low dollar value), but leaving it as veto rights is fine
But I'm fine with just using the trade veto as long as owners are paying attention.
-no prospect cap - Agreed, and if WIS by any chance adopts some form of the new CBA sign in November then this will be a moot point

Yes to minimum payroll and minor leagues well managed.  Yes to win total unless there is a good plausable reason that is explained.  Like using trade veto for bad trades involving cash.
