budget question Topic

i am trying to sign free agents and i keep getting the message "can't offer this because it violates a future season's budget"  i am confused by this since i have obviously not set a future season budget.  it is keeping me from signing guys.  any suggestions on how to get around this or am i just out of luck?

Future budgets are set in a way, your future season payrolls are a fraction of your budget this season. It's on the bottom left of the player card your looking at in free agency
