Do you need to recruit them before the fall in order to have them consider you? or do they just appear during recruiting in your recruitable players?

No, you don't have to.You can start recruiting them for the first time after they drop.

That said, if you just give a potential drop down a phone call, he will then contact you as soon as he drops down.

There are several good recruiting threads/guides for dropdowns and pulldowns in the forums, do a search for them to make sure you are doing things the right way.
