I took my D2 Abilene Christian/Smith team from a D+ prestige to its current A+ (my first Final Four) but it took me a few seasons to figure out how to recruit and schedule that area and division. With your experience, it shouldn't take more than 2 or 3 seasons, tops, to get your own players in and start to roll. Your biggest challenge might be getting a good enough schedule to make the NT without having to win your conference. I find that when you have a higher prestige other coaches are more willing to schedule you than when you're a sucky C.
I actually recruited a ranked player back when I had a C+ prestige, but that was before the rules changes. It seems to me that the ranked guys I've seen (usually 110, 120 and up) aren't really all that much better than some of the unranked recruits I find. I'm not confident that my A+ is going to get me into the door on many more ranked players than before - I'll still make phone calls, but no expectations.
On the other hand, this is the first season I'm seeing some 170+ ranked guys showing as D2 recruits.
