how in the world does a team w/ a 10-4 record, 1-2 vs ranked teams and a rpi/sos of 14/17, not receiving votes to be included in the top 40?

Because the rankings are not human done and they are pretty garbage.

4 losses.  RPI is manipulated by all the road games.  If you played a normal home/away split of 5-5 your RPI would be 40.
