1 - Will a juco player that is listed in DII (I'm DIII), drop to me, can he be pulled down, or it depends on his response?
2 - If a player leaves a program for lack playing time, will there be extra cash for a scholly to replace him that season?

1) if he gives you the "back-up" response he can drop down or be pulled down
2) yes you will get the money to replace him

In my experience, you can pull down better JUCO players than HS players.  The closer you are to them the better.
