If I promise minutes and/or a start to an ineligible it "works" right?  The promise just carries over to his SOPH season right?

the promise doesn't carry over. As long as the player stays ineligible the promises basically don't matter, since he can't play. If he becomes eligible before the season the promises will have to be met.
