Those budgets do two things:
1) They work the same as ADV, except for draft or IFA prospects. They show projected ratings for those players before they are drafted and/or signed. After they are signed, then the ADV budget controls the projections that you see.
2) They also control how many players you see. The higher your HS/college scouting budget is, the more HS/college prospects you will see at draft time. Same with the IFA budget . . . the higher it is, the more international free agents you will see throughout the course of the season.
Yes, you can have decent to high draft and/or IFA scouting budgets and get the information that you need from them. If you want to remember that information for whatever reason you can copy/paste it into the players card (providing you end up signing them).
ADV's main advantage comes into play if/when you want to trade with other teams a lot. Then you can get an idea of how a young player may end up. If you are trading for mainly guys that have a couple pro seasons under their belt you can use development patterns to discern their projecteds instead. ADV is a good beginners tool to learn development patterns, but once you have an idea on those ADV loses quite a bit of its importance.
