I have done a cursory review (can't sleep) of the prestige changes in DI Naismith (pre-draft) and noticed a few things that are interesting. 

1.  There are less A+ prestige teams (as compared to my other worlds yet to have the change implemented)

2.  Mid-major teams that have had success got bumps from lower prestige to higher when it seems (no hard data) they wouldn't have gotten the same bump prior to the change.

3. Big 6 conference teams didn't seem to get the conference boost they normally would have had. 

Just a few observations by looking at the RPI chart and listing by team prestige and conference affiliation.  Nothing conclusive but seems to be heading in the intended direction.  Whether you agree with the direction is for a different topic.

D+ Big 6 teams are quite rare, but 3 teams dropped to that.

Your conclusions seem right. My old team went from B- to B (http://whatifsports.com/hd/TeamProfile/Ratings.aspx?tid=13759), which I think is very generous. Meanwhile, my new team went from B- to C (albeit, on a 0-27 season) in the ACC. I don't remember seeing this kind of 2/3 letter drops before the change.

All in all, the new prestige system looks better than the old.

yes they are although its the pre-draft prestige ratings so some teams may get an additional bump based upon players drafted.
