Does anyone know if you transfer $$ from prospects to payroll if it increases future seasons' payroll budget limits?

any increase in the current player payroll will be reflected in future seasons. it will increase it slightly(based upon the reduction of available future payroll)

it doesn't increase if you receive $$ in a trade, though.
