In a standard 80 mil league, how much would you recommend spending on bullpen and bench.

Too many variables for a set answer.  Some things to consider are park effects, PA/162 and IP/162 of your starters, and how much you're willing to rely on AAA (assuming this is for an OL).

for your bench.  Then send them all to AAA and dont use them again :) - don't waste any money on bench - bullpen I wouldn't spend anymore than 8-9M max

As CR says, $200k per player for your bench and then send them to AAA. 

For your bullpen, I'll agree with pinotfan, in that there are too many variables. What kind of rotation and the quality, the ballpark, etc... But in general I don't spend much on my bullpen. There are two other recent threads which discuss constructing a pitching staff for $80m and discussing the value of your bench versus your bullpen. I think you'll find both I these helpful.
