Check the "word on the street" to see how much the sim has spent on the player.  If they are "very tight" or the player is a "high priority", it may take quite a bit to overtake the sim.  I would think 6 campus visits would at least get you considered, but it looks like it will take more.  Keep checking the "word on the street".

If that player is the Sim team's top priority, it'll take more than that to get the player to consider you, likely much more.  Like Kucewicz said, check Word on the Street.  That will give you a better idea of how important the player is to the Sim.
