When a simai is recruiting multiple recruits, can I assume his highest ranked target (in terms of overall ranking) is his #1 target, 2nd highest ranked is his #2 target, etc.?

Not necessarily.  Usually his number one target will be at the position where he is thinnest.  If he's recruiting two players for that same position, even then it doesn't necessarily mean that the higher ranked player is his number one guy.  Usually, but not always.
