If you're taking that kind of approach with players, the tailing off you're seeing at AAA and in the majors isn't about them being at those levels, it's simply about time. Draft picks tend to do most of their development in the first 2-3 seasons, so by the time they reach the higher levels, they are basically as good as they are going to be if you start them low and move them up one level at a time. If you're hiring good coaches and putting guys where they will play and can succeed, you're doing what you can for development.
