When I get this response can I use the offer money for someone else and still get my D pick the following season?

If you had an offer meeting his demands on the table that he rejected, that money should have gone back into your pool of available cash and yes, you would get theType D pick. If the rejected offer did not meet his demands, you don't get the pick. There should be a red X next tot he player's name and the cash should show up in your budget again.

Again, as long as you had his original demands met with the offer he rejected, yes.
