I know that some players will talk to you locally (w/in 70 miles) who would normally tell you that you are a backup based on prestige.
If you try to send the visits and if he rejects them, then most of the time you will get your cash back, so it is not a huge issue to give it a try and see. If he does not talk to you, you can try for another recruit on turn two. Or, send him a phone call on turn one and you will know for sure, then be ready to go on turn two.
I would say that going for a top recruit early while you have a C prestige is kind of risky anyway unless the guy has some kind of issue where the good teams will want to pass on him initially. Something like a low WE for a player who is already good enough to start for your team but who will not grow for the A+ teams is an example of this.
