I haven't exactly catalogued all of them, but that sounds like "some sort of inbetween" message.  I'm positive I've seen that one on my own recruits after knocking another team off the list with say 5-10 HVs.  So it wasn't quite enough to get a strong WOTS message, but it definitely wasn't just the bare minimum to get on the list ("some attention from X, but sources tell us he's not sold").

It's a level 2 weak message, level 1 being the easiest to steal, level 2 in most cases not being too difficult either but it may take a little more effort.
