When viewing a team you can usually click on 'Finances' and it will show the teams historical budget allocations.  Recently, however, whenever I click this all I see is 'Franchise Finances are not available.'  Am I the only one seeing this?

I don't think you can see that information until budgets are set. Are your worlds there yet?
