any idea why Sparky keeps using Al Vidal before he uses Wilkin Johnson ?

Both are set at Set-up A. Johnson is clearly the better pitcher.

Johnson has 91 Control with Splits of 63-93 and pitches of 92-72-59.

Vidal has 63 Control with Splits of 74-86 but with pitches of 88-85-85.

I thought the OVR was the basic determining factor here.

In limited experience, I've found that with all bullpen pitchers at SuA, Sparky must be programmed to use the better/best pitcher in the typical "Closer" role... so he holds him for the 9th. So in player settings, I specify which innings I want the pitchers limited to. In your case, I would set Johnson for the 8th and Vidal for the 9th.
