My recommendation is that you have a $100M franchise league (1961-2013 to avoid giving advantage to the older teams- perhaps allowing a 2 team combo of any two of D-backs, Rockies, Rays, Marlins) with a cap at say $10M. No best seasons of Ruth, Bonds, Lajoie, Gehrig, Williams, Musial, Train Johnson, Caruthers, Alexander, Walsh, Mathewson, Joss, Koufax, Gibson, Maddux, or Pedro- but you could still draft some pretty decent teams with lesser stars or more average seasons of the big stars ...
