College or HS scouting at 0 Topic

OK, I admit I'm probably missing something obvious, but ...

I'd like to funnel my scouting resources into either HS or college scouting at set the other to 0. But when I'm in budget-setting mode, I can't set either value to 0. The lowest I can set college scouting to using the drop-down menu is 7, and the lowest I can set HS scouting to is 14. What am I doing wrong?

You can only adjust the scouting budgets up or down by $4m a season.  So it may take you a number of seasons to get to your desired targets based on where they are now.
