I inherited this player from a previous regime, he teases with his stamina, arm, R/L splits, and stuff, but his durability and especially control lead to sad times. His game log this season is hilarious. His walk rate is like 20.00/per 9IP, his ineffectiveness is absurd. Is there any hope for this guy?  Should I try moving him into a 1-inning relief role where he had the opportunity to be  "effectively wild"??

Nope.  Leave him in the minors and forget about him.
