Does the amount of money budgeted to Amateur Draft scouting departments effect how the current ratings of players are seen?

i.e.  If I have $0 in coll scouting and my scouts tell me a coll guy has an 80 makeup and pretty good splits currently and I draft him, will his current numbers stay the same?  Or is it possible that they get it wrong?

Current ratings are not affected by scouting budgets.  Only projected ratings are.
