Is the difference in prestige and its effect on recruiting the same across all divisions? For example is the difference between a B prestige and C prestige In D2 the same as the difference a B prestige and C prestige in division 1? Thanks.

No, from what I've read the difference there in D1 would that the C has to "outeffort" the B by about 60% (this # varies from what I've read) where in D2 the difference is very minimal, again I think I've read about 10%.  Others who know a lot more than me could probably give you better, more accurate numbers, but D1 prestige definitely has more effect than D2.
