Basically, everything in season prep.
My first super young roster, and I'm a bit lost as to how to maximize what humble skills these guys bring to the table. And yes, I know I recruited no-IQ guys for my offense. My options were--how you say--limited.

I agree with Alblack that O'Donnell could be safely redshirted, even given that he's going to ***** about it. He could at least be a useful "bridge" player next season.
With your practice plan, depending upon the WE of each player, the "7 minute minimum for maintenance" rule doesn't necessarily apply. If they're over 50 WE, you can safely drop that number to at LEAST 5 and probably even to 4, freeing up minutes to practice other skills. Also, once I get the "maxed out" message from my assistant coach, I always drop the player's practice minutes to "1", which lets me know they maxed out in that skill. You could use "0", but I like "1" because it differentiates between the categories I'm ignoring (say, a PG who is only at 3 REB, that I've set at "0") and one that has actually been maxed out.
For Offense & Defense practice, I go 20/20, unless there's an imbalance between my team's O/D IQs, at which point, I tweak that ratio. I've never gone further with the tweaking than 27/13 when I'm putting 40 minutes into team practice. (I do lower team practice to 18/18 or even 15/15, when I have teams laden with upper classmen, but that's a discussion for a different time.)
I've had decent success at rebuilding programs with the basic season prep above, so take it for whatever you think its worth.
