2 season progressive league starting with the 1970-71 seasons. Each player (and Def/OL/ST) in the database who played in either 1970 and/or 1971 will be thrown into the draft pool. Please note, players who have a season in both years can only appear in the league once (i.e. only 1 Terry Bradshaw, either 1970 or 1971 version). It is the selecting owner's choice which year to use of each of his players.
We will have a 21 round draft to choose all 18 skill position players, a P, K, Def, ST, OL and stadium. The first 18 rounds will be 1 pick/round. The final 3 rounds will be 2 picks/round which will make for 24 total selections. We will be 39 skill positions short of having enough to fill all 24 teams' roster spots so a small basket of 1940's scrubs will be included to finish out rosters. As we go through time and these players will no longer be needed, we will phase them out.
At the end of each season, owners will name their keepers choosing from the next 2 seasons in line (1972-73, 1974-75, etc). They can keep as many or as few players/units as they choose. Draft order will be in determined by prior year playoff and regular season win/loss results. For non-playoff teams, order will go worst to first. For playoff teams, all teams losing in first round will be ordered by regular season win% (worst goes first), then second round losers and so on and so forth. Draft order will not snake back and forth but will stay the same in all rounds. Any tiebreakers will be settled as follows: #1-H2H results (loser goes first), #2-fewest points scored, #3-most points allowed, #4-coin flip.
Team Names/Alignment - Team names must include the city or state based on where your stadium is located. Mascot name is your choice. You don't have to stay with the traditional NFL team names. Alignment will be determined at random to start off and then will be kept the same thereafter. You may opt to change stadiums by selecting a new one in the draft however you may only do this once every 10 seasons.
Trades - Trades are allowed including trading draft picks. You can't trade draft picks ahead of the next scheduled/currently underway draft.
Tanking - Playing your 1940's scrubs more than absolutely necessary will result in loss of your draft spot in the upcoming draft. These players are intended to fill out rosters and provide depth in the event of injury. Playing these players more than necessary will be interpreted as trying to lose to secure a better draft spot. While it is impossible to completely define tanking, in the event that it is evident that an owner has done so the league reserves the right to dish out whatever punishment it deems appropriate. All decisions on suspected tanking will be determined by league vote among all owners except the one suspected of tanking.
Salary Cap - Will be set as high as possible
Waiver Wire - not allowed
Injured Reserve - If a player completely drops out of the player database for both years but comes back in a future year, the owner has the option to place said player on the IR list and re-activate him in the future.
Draft Format - All drafts will be conducted in the Theme League forums. Draft clock will typically be set on either 30 min or hour time blocks with no clock running on the weekends (as I am often out of town on weekends and can't keep the draft updated). If someone else runs the draft and wishes to enforce a clock on the weekends I will defer that to them.
