Lets say you are battling for a player (you are D3 and opponent is D2).   Currently the D2 team is leading "leaning towards player at D2 school", but they have 5 other better prospects and only a couple of scholarships. 

If the D2 team doesn't sign the player.  How much effort should I expect to have to put into the player to get him to sign?  Since I have already put enough effort to get considered..  will he sign with me once the other team fills all their scholarships?  Or will I have to put in significantly more effort ??

 

If he is already considering you and the DII team drops from his list because they have filled all of their scholarships, you do not have to put in any more effort to sign him. He'll probably sign with you the cycle after the DII school falls off the list.
