good comments. i will just add that fastbreak does add a decent amount of fatigue to the situation. depending on your depth, and the depth of your opponent, running uptempo can make a lot of sense, or it can cause you much harm. fouls, fatigue, and the desire for volatility are probably the three main factors that dominate the uptempo decision.
i don't disagree with your view on fastbreak and its purpose. however, the way uptempo works in this game, i don't think it actually impacts the execution of the offense in the way you describe. it does have impact on fouls and fatigue, that can certainly contribute to the effectiveness of your offense, but i don't think there is any correlation built into the system, that a team running fastbreak will be more likely to beat the opponents to the basket, or to draw easy fouls, by speeding things up.
on a final note, i also believe that the delta in pace from a normal tempo motion, flex, or triangle, to uptempo, is larger than that of fastbreak, it seems that running fastbreak, you are already half running uptempo, and it doesn't allow you to increase the speed by another large increment, on top of the increase already present. im not suggesting the uptempos of those offenses are similar in the net end result, just that you actually get less increase in tempo in FB than you do elsewhere, when you go with uptempo.
