I would like to suggest the international prospects who dont sign during the regular season be made available as free agents in the off season

If nobody signs them, they either want too much $$ or they totally suck.

There's a way to accomplish what you probably want.  After the regular season ends, spend what money you have on any Int FAs who are left that. Even if they will only ever be low MinL filler.  If several people in every world do this, any Int FA who has any value will be signed.

I suggest that if a team loses out on IFA's and has a big balance before the season that the money be able to be used for something. It should be able to be used for some kind of training. Example, if an owner has like $15 million left over, it can be spent immediately to bump some players' skills before he season ends...

Wouldn't that just take away the risk of the IFA market?    And, if the risk is removed, wouldn't more than half the world just punt the draft and do IFA?

If I'm picking 23rd, I know I would.   If I can't land the big fish IFA, I can just immediately bump some player skills instead of likely getting a role player at 23rd. 

Absolutely.  The opt-in cost of playing IFA IS the risk of being left holding cash, potentially wasting it.

Being able to use that cash elsewhere would also reduce the odds that an owner would take Player A now, instead of holding out for a superior Player B to show up later.

The IFA market should work just like it does in MLB with them showing up leading up to a 'international signing day' rather than having them interspersed throughout the season.

I would be ok with this

If it could work like normal free agency, I wouldn't mind that.  Have them all show up on the same day, have a bidding period, in which some will sign earlier than others, but most of the best ones would wait till the end to sign.  After the signing period is over, any leftovers could insta-sign.  This period could be just before the all-star game or something.  Or the IFA crop could show up sometime soon after the amateur draft.

How about during the post-season, but only if you're signed up for next season? Only half joking on that one.
