Amateur Draft - D compensation pick Topic

So my true #1 pick was asking $3.6 million which I offered. He said he would think about it and came back with an increase asking price of $6.0 million. I don't have that amount to offer. My understanding is that since I offered 100% of his original asking price and never pulled the offer,  I will get a D pick in next season's draft. However, when he rejected my original offer ($3.6 million), that amount is now available to spend. Am I right in my thinking that by offering the original demand price, I will be entitled to a D pick? Thanks for any answers.
