Why is Campus Visit blocked on some recruits?

You're probably looking at international players.  We've never been able to invite them to campus. I assume the cost is the issue.  In RL, do internationals usually visit the U.S?  I'm not sure

Yeah good point. I think they do in solid D1 school. Don't you think Sabonis visited Gonzaga before coming there?

I checked. He visited gonzaga, Arizona St.
and ORegon...possibly Texas A&M

Right .. but in this game, internationals don't do campus visits.  That is just one of the rules.

I'd like the thing to be opened for D1. I understand on DII or DIII since it's a lot of money. But I can afford it at D1.
