Prospect
I would like to see budgets be transferable between players and prospects without 50% penalties. All other areas would remain the same. In private worlds allow the commish to cap how much can be used on prospects. RIght now with all the fuzzy projections teams can leave tons of unused cash that they could use. What do you think?

I did a complete 180 a couple of years ago.   Coach, payroll, prospect should all be in one pool.   No transferring so, obviously, no penalty.
