Message from first guy's agent: "Your offer has my client's attention, but Chief is considering returning to college for another season. We'll contact you if things change. Until then, we'll consider the offer on the table."

Message from second guy's agent: "Wladimir is content with your offer, but is still unclear about his future. College is still an option, so he's gonna take his time with this decision. He'll let you know if anything changes."

I assume this means the first guy might be swayed by more cash, while there is no reason to raise the second guy's offer.  Correct?

There's no reason to raise either offer. Both players will come back to you with a specific demand or to let you know they're going to college (in which case you could still try offering again by using the link from the correspondence). Offering more money before you hear back won't accomplish anything.
