I think coaches who accept your offers will be hired until offers exceed your budget (or until/unless offers above minimum would not allow you to fill out your staff at minimum salaries), at which all offers above minimum salary for that coaching position would be automatically rejected. You can transfer money from other budget categories to coach hiring (with a stiff penalty), but it will not automatically do that for you.
