Can someone please explain to me how international signings now work.  Since they updated it I haven't seen an international that I thought was worth signing.  The highest signing bonus that an international has asked for from me is $110,000 however many of my league mates have been able to find and sign good players while I see nothing but scrubs.  I have $12 million in scouting budget.

12 million will give you a very fuzzy outlook. Each rating could be off by as many as 20-30 points. Also, all IFA's no longer ask for big money. In the past, if An IFA was asking for $4-6 million, it was easy to predict they were going to be good. Now, scouting is more important.

The options, seem to be, get IFA scouting up to $20 million or keep it low with every IFA being a lottery ticket.

To me - any IFA budget under $16 million is a losing proposition.

With the fuzzy ratings, it feels like 20M in scouting budget is similar to what 12M used to provide before the added fuzziness.  So all that 12M scouting is going to provide now is a lot of players with projected ratings that you can't trust at all.
