His durability is 27 and his stamina is 56. He threw  a little over 120 innings total last season, about 40 of those at the big league level. 

If I start him, he can do what...75ish pitchers per start? Or he could be a 2-3 inning reliever but not more than a couple times a week.

He's roughly similar to my guy, Lawrence Clark.  He started the season in the bullpen as a long reliever, but after only getting 5 2/3 IP in his first 6 appearances, I moved him to the rotation.  He averaged around 5 1/3 IP per start after becoming a SP.

I'd use your guy as a starter to maximize the innings you get out of him.  I had Clark on a 70/80 TPC/MPC.  You might want to go 65/75 with your guy to start, and adjust from there.

I'd use him as a SuA. He should provide 120+ quality innings in that role, and that's extremely valuable in this game.

Id start him every 4th day and set him at 45-55 pitch count

Yes, but -- I would argue that the frequency of use in high-leverage situations would outweigh the additional innings he might pitch as a starter. (He could potentially hit 150 innings as a SuA, anyway.) Also, his inability to regularly go past six innings puts more stress on the bullpen, while using him as a reliever does the exact opposite.

The choice, I suppose, comes down to whether your rotation or bullpen need more help.

Maybe or how you view IP.   I know I need about 1450 per season.    If my best 3 pitchers can give me 230, 200 and 120, I want to be sure to get those 550 innings from them.   The best example I have of a guy who seldom goes 5 is Player Profile: Will Mahoney - Hardball Dynasty Baseball | WhatIfSports.   He averages about 4 innings per start.   Maybe I should use him as a RP and get 100 IP in the later innings but, with his 1.13/3.10 career stats, I'd prefer to get all 125 innings from him.   And the best way to ensure that is to give him 30+ starts.   I control his usage not SIMMY.

On the pitching staff in question, starter no doubt.  The context matters.

Maximizing innings for your best pitchers by starting those who can go 4 innings reduces the number of high-leverage innings you need from your bullpen. Using weaker SP means you'll be trailing in the 6th inning more often. Good pitchers with similar Stamina to Hiatt can be easy to find in trade of FA. You could pair one with him as a tandem, starting Hiatt with a 3 pull setting so he throws fewer innings when behind and can appear in more games. That would increase his high-leverage innings — the first inning always starts 0-0 — and would be the easiest way to maximize his use. Or use him as a regular starter and make sure to have a rested Long A whenever he throws.
