If I'm $1 million under payroll and I offer a prospect for a guy with a $5 million salary and $5 million cash, why is it saying I'll be over budget? Won't the cash cover the new salary I'm obtaining or what am I missing?

I often see that myself. "You are $93000 over the current season" blah blah blah. The trades always go through though.
