Minor League Progressive

This league is intended as a real challenge – we will consider our league to be a AAA minor league. Players will frequently come and go as they supersede or return to our league eligibility parameters and teams will need to use their whole rosters to compete. Drafting will require unusual strategies as few players will be consistently and continuously available in the league for many years at a time and the number of keepers will be limited.

We will be a 16-team league with two divisions in each league and so four playoff spots each year.

All teams will use the name of a city in the US, Canada or Mexico - NO MLB CITIES allowed. Teams will be organized geographically into divisions upon all cities being declared.

All position players will have salaries of $3 million or less. Please note that in the original posting I erroneously listed the maximum salary as $2.5 mil, it is $3 million.
All pitchers will have salaries of $4 million or less and a minimum of 60 IP.

We will use full seasons of player iterations only.

We will play with three seasons at a time – beginning with 1885/1935/1985. All players will advance one year each season, so in our second season we will play 1886/1936/1986.

ANY POSITION PLAYER THAT HAS A SALARY ABOVE $3 MILLION, AND ANY PITCHER WITH A SALARY OF $4 MILLION OR WHO HAS FEWER THAN 60 IP WILL BE ASSUMED TO HAVE BEEN SENT UP TO THE MAJORS. THIS IS NOT IR/DL, AND SO THESE PLAYERS ARE NOT KEEPERS – ANY PLAYER WHO AFTER SUCH A SEASON OR STRING OF SEASONS RETURNS TO WITHIN OUR LEAGUE’S PARAMETERS WILL RE-ENTER OUR DRAFT UPON RETURN TO THE LEAGUE.

Any player who is not in the WIS database for a season however is assumed to be on the DL and can be kept as keepers and is not counted toward the maximum of 20 keepers as in most ordinary progressive leagues.

This structure provides more than enough IP, PA position players and pitchers throughout the life of the league.

All teams may draft up to 35 players total for each season – 6 position players and 4 pitchers will be kept in AAA after being drafted using the “manual draft” of AAA function.
ONLY PLAYERS THAT HAVE BEEN SELECTED BY A TEAM IN OUR ANNUAL DRAFT OF NEW PLAYERS MAY BE ON THE 35 PLAYER ROSTER.

Teams may keep up to 20 players at the end of each season before the following season draft. This will insure a lively draft, a constant circulation of players throughout the league.

Ballparks do not have to correspond to the cities that teams are based in, indeed this is quite impossible, so all and any parks may be used, though only one team may use each park, ballparks are exclusive and will be drafted in our inaugural draft.

Keepers will be due by game 120 of each season.

Our inaugural draft order will be determined at random – I will ask a HOF owner not in the league to provide us with a random order using the random.org/lists webpage.

No WW, DH, or clones, no computer-generated AAA will be allowed to be used, so teams that do not draft up to the maximum of 35 players must be sure to leave any computer-generated players in AAA for the entire season. Any game in which such players are used will be forfeit.

Draft order will be as follows:
First the two teams in each league that have ended the season with the worst winning record (above .500) will draft.
Then those with a record of .500 (81-81) will draft. If there are two such teams, we will use the random.org/lists webpage to determine their order.
Then all teams with a losing record in order from best W-L record to worst will draft – again ties will be determined by use of the random order website.
Then the remaining teams with winning records will draft in order of worst W-L record to best.

Example of how our minor league system works regarding player availability:

In 1985 Scott Sanderson, with a salary of $3.23 is in our inaugural draft. He may be drafted by a team, say Burlington, Vermont. That team may keep him as one of their maximum 20 players at the end of each or any season from 1986 through 1989, or may trade him or cut him in which case he re-enters the draft for the following season.

But in 1990 his salary goes above $4 million, the maximum for pitchers, and in 1991 it is even higher, so in 1990, called up to the big leagues, Sanderson is no longer part of our league. He is lost to Burlington. In 1992 his salary, back to $3.12 million, is back in our league and is again in our league draft for the rest of his career since he never again has a salary over $4 million. so he is drafted by say the Santa Fe team which may keep him, cut (in which case he is back in our draft for the following season) or trade him to another team.

But pitcher Brian Fisher, also drafted in 1985, remains in the league through 1988, and the team that drafts him, say Green Bay, may keep, cut or trade him. Let's say Green Bay keeps him from season to season. But he goes on the DL from 1989 through 1991 since he is not in the WIS database - he is not called up to the majors, he is either injured or is in a lower minor league level affiliate of the same franchise as the team that has him as a keeper. So Green Bay can list him as on the DL through 1991 and then re-activate him in 1992 if they have not decided to cut him or trade him in the meantime. He does not count against Green Bay's maximum of 20 keepers during these years, and remains on their roster.

Isnt it possible that some(most) owners will need to draft 35 all new players in each subsequent draft??

It is theoretically possible, though most likely teams will be able to hang on to about half of their players from the previous season most of the time.
