I was just reviewing the Rule 5 candidates and this guy (Cesar Mateo) is in the talent pool. How is a 20-year-old with two seasons under his belt available?

He's listed as having 4 pro seasons.

My guess is that he came from Tryout Camp, already with 2 pro seasons (but no stats) under his belt.

He was a free-agent signing. Tryout camp guys with projected overall of 71 (49 current)? I always thought those were strictly roster-filler guys, not potential hidden prospects.

Tryout camp guys show up as FA signings in their transactions.

His "high" current and projected overalls are because he was a DITR (you can see the small diamond icon on his profile pic).

Of course. One of the "qualifications" to become a DITR is a low projected OVR, which all TC players are by default. So they're always good candidates.
