Kinda.
First, the game decides who will shoot. It looks at distro, each players ATH and SPEED, the defense (and it's settings), and each defender's ATH, SPD and DEF to determines who is "open".
Then it decides what type of shot. There is a calculation based on the LP/PER ratio, +/- settings, the defense, the offensive guys position and a few other things probably.
Once the game decides WHO will shoot and WHAT TYPE OF SHOT it decides if the shot goes in. It's an opposed roll that pits the offensive's guys ability vs the defensive guys ability. LP helps in this equation.
