For Scouting Service purposes, is it where the recruit played JUCO or where the recruit considers "home"?

I put a suggestion up just last week. JUCO should be shown as a recruitment type, perhaps showing as "42/8" (Total/Juco) under the recruits in a State in Scouting Service. I cannot find what states are JUCO recruit heavy, and what level they are at. I doubt they will consider such a big ask.
