Assuming he doesn't cut anyone, you will still need to get to at least "high" to be able to sign him.

Yep, you can cut somebody all the way until 11:58 pm, during the last cycle. That last minute is dicey. The system sometimes has actions so slow that your effort will not register during the cycle, and system thinks you entered the action at 11:59.

No, All day during the last day of recruiting you may "offer" a scholarship, before unlocking any actions " WITHIN YOUR OWN DIVISION". I have made several "blind" offers and the player has signed with zero AP. Unless you have also scouted, you can get "a pig in a poke". I will take the walk on if I don't at least have level 2 scouting....walk on's better then a poor guess.
