Can you sign your team's departing free agents during the arbitration period? If not, when is the exact cut-off where signing departing FAs ends?

If you look at your league schedule, cycle PM2 of the second day of the season reads "Re-sign Free-Agents, End"
Arbitration is too late. So ~2 a.m. (central time)
