1. Can you play a guy with 96 health?

2. How much does WE 6 improve if you start him every game--FR through SR.

Yes, at 96 health I would play him. I will go all the way to an 80 percent before I "rest" him on the settings, however between 80-90 I will move him down in my depth chart. How low will depend on how he is as to promises for minutes.

The second question is a tricky one, because the WE core like everything else has a potential. Except in the case of WE it remains hidden. You might have a WE of 6 guy that will start showing slight improvement right away. However if he does not show a WE increase, you can lose the improvement during the off season. I do not think any of us can properly give you an estimate.
My mentor told me long ago, that for extreme low single digit WE, if you cannot use him at the ratings you recruit him at, stay away from him. That is more true in 3.0 where guess wrong in recruiting, and you cannot recover.

1. yep, no issues there
2. not sure, never had a guy that low. but I'd guess 15-20 tops and not even close to reaching potential. there are threads testing that around if you search.

Thanks for the help. Scenario: 10 WE, 23 minutes of practice time in a green. How much improvement?

Jermaine May on my team https://www.whatifsports.com/hd/PlayerProfile/RatingsHistory.aspx?tid=11872&pid=3579086 started with 9 WE and has started every game. You can see that he did grow, albeit slowly.

wvu, I'm fairly confident that WE does not have a potential. But I'd love some more opinions on that.

+2. It seems to work like the pre-potential HD where it's like a bell curve of growth--if you're at the extremes (nearing 0 or 100) it grows slowly.
